WRC could have kept using the WRC regs cars it was using before.And the teams had to spend money redesigning the cars without the hybrid and then development and bringing upgrades to the hybrid-less version when you originally planned on having hybrid. And it seems like there's no hype for the new regulations coming up. WRC has been trying to get a new manufacturer to join since Citronen left.
