How do you justify a "pest race" like goblins or rat people in your setting? Why wouldn't the dominant species make a concentrated effort to eradicate them if they were a problem?

If a goblin settlement is stable for long enough they start to build a functional culture and some social experience that allows them to peacefully interact with human settlements, but if the settlement is consistently blown to pieces they go feral. For example, if only a few goblin children are left after a major culling, they grow and breed very quickly without any respect for the cost of offspring. They would have no agricultural skills, no hunting skills, no shelter, no resources to trade with, and no elders or experience to teach them otherwise, so they start raiding farms for chickens and loving in barns and caves. Raiding ends up being the successful means of providing, so you catch bad attention, get obliterated and restart the cycle. Alternatively, a stable village figures out growing crops, teaches children to trade or work in the nearby town, people come to begrudgingly respect the little fuckers, they get help maintaining their little village from the local humans, and even though they only live fifteen years there's continuity of culture and experience. Controlling goblins ends up being either a process of aggressive extermination or improving their lot enough that they realize farming is better than being exterminated (and providing them with condoms). You end up with goblin public health specialists that are overall more economical than equipping a goblin task force.

Genuine question, there’s no real answer to it, mostly looking for opinions for the sake of narrative flavour for my game. What is the connection between Cegorach and the Deceiver? I'm glad at least I got a tiny bit of the USA's in there, I didn't even realize that. I tried doing the same with the full map, but Paint 3d couldn't handle the sizes involved. Very rough estimate, but the hexes came at about 80 miles across from what I could eyeball. What I'm thinking, for the "hexcrawl" version, would be that you build a small company, start in a city, and have a few options to generate job opportunities, trade mission requested, escort missions, reinforcement, labour employment, exploration, etc. A bit like, in Sunless Sea, when you are in Fallen London, so if you are in Fallen Paris you can check with the Societe if they have some missions for you. You generate a target location (figuring how to do this the best is what's bugging me now) and must reach it. Each hex you have to travel through would be a game map (obviously, not a 1:1 translation, but represent that one dangerous situation your Expedition got into during that week of travel). These games would set you more against NPCs. Probably some rules to speed up travel inside your frontiers, on roads or rivers, or through Airship or on boats. I've already figured out a bit of an event system to make the travel games a bit more chaotic. Will post more on this as soon as I feel it has enough structure to make sense.
