Just replace one of the damaging ones and let it use two per action.You can replace beholder ray effects with spell effects. Replace one of its rays with Finger of Death. Now it hits a knight and guess what, that's now a knight zombie under the beholder's control. Don't expect you can just buff a statblock when your players out-action economy it fifty times over, you can only fight actions with actions and the ability to turn a switch on NPCs from ally to enemy is enormous.
