A few Air Elemental Wraiths spy invisibly on enemy leadership, for early warning if they find me out. Scrying + Strategoi + Spawners allow the empire to scale.

The reason One Piece cyoas are dogshit is ironically because Oda did too good of a job with the worldbuilding leaving almost nothing to the imagination. CYOAs require some blank space in order for the player to fill. The One Piece world is so interconnected and intricate that a you'd feel like a background npc if you were to get isekaied, everything important has already been filled by some other character.
