I think they also took into account whether it was a something done in a western vs. something done in a gangster film. Or as long as the character being shot was a bad guy and not a lawman, etc. There were ways to get around it for just one scene in a great while if you were someone with clout in the industry, someone who made a lot of fucking money for the studio for a lot of years and did a lot of favors and greased a lot of palms. I think that's basically how the Hays Code worked. Selective enforcement. It was very, very strict, but there were ways that certain people in certain situations could work around it if they played their cards right.
