As far as fighters go, Jaqen H'ghar never seems to make any tier list since he’s not a traditional 1 vs 1 fighter and more of an assassin type character. Another issue is they never let events properly dictate the actions of the characters. They treat character reactions to tragedies more as an obligation than something which echoes throughout the rest of the series. Something that they have to get out of the way so the plot can keep going. The tragedies, and the characters reacting to them should be working in tandem with the progression of the plot.>luke dies>rhaenyra one episode mourning, then she's back to doing nothing>jaehaerys dies>aegon is the only one upset and freaks out for an entire episode then never speaks of it again>rhaenys dies>corlys cries on his throne and then bitches to Rhaena, then gets over it once he's named handThey even go as far as having the characters move in ways that seemingly contradict how they should logically behave following these tragedies. For all Rhaenyra knows Alicent got her kid killed, but she's meeting with her to seek peace? Alicent's grandkid just got his head cut off, but she lets Rhaenyra leave King's Landing? Helaena's kid got killed in front of her and she goes to his murderer in a dream telling him to kill her brother? Why would any of these characters logically do any of this?
