It was something that started out in Voyager with the whole constant use of time travel fuckery and the writers thought it was the best thing since sliced bread so they tried to basically make an entire show in disguise based around this. Naturally the fans hated it and the plot arcs stuck around longer than it should so they decided to wrap it up in S3 but by then it is too late.

Time travel when it was used in Trek was basically done to preserve life not destroy it and the writers broke that rule and that is what killed ENT. Really the fact there isn't essentially a time police that was getting off their asses to sort this shit out is retarded cause you'd think it would be a case of "You've gone too far, we're eradicating your entire race from existence now to fix the damage you've caused."
