We see the golden gate bridge has been turned into a high speed railway, and the way people talk about taking a shuttle somewhere implies they aren’t private vehicles people own but more like taxis, public transporters seem to function like bus stops but instead you walk into a phone box type cabinet and select your destination and get transported there, also starfleet academy had on campus transporters so we can assume transporters are located in most public areas.
