Are you acquainted with Rohmer's Perceval? It does share the setting (medieval-mythical) and also a very theatrical mise-en-scène, although in Silvestre I think the framing and cinematography is much more picturesque and realized. Besides the visuals, I think a lot of detail and work was put in the sound, for instance, the archaic portuguese spoken by the characters. The first scene is a woman singing (in spanish, maybe galician?) one of the main tales that inspire the film, where a damsel goes to war (our Silvia). It was a very delightful watch.

It's well filmed, well written and at least decently acted.
Your problem with it is that it's "boring", i.e. nothing happens and the dialogue (which is the central part of the whole thing) doesn't particularly interest you. Which is understandable, but it doesn't make it a bad film.

He's literally just overloading his films with the traditional cinematography techniques from the standard Hitchcock/Old-Hollywood toolbox. In Jaws in particular, he lays on really heavy on camera effects developed in that era and since thought in film school.
Sure, he does so more competently than most mainstream directors do, but he doesn't do anything original, experimental or "risky". He's just making a good by-the-numbers product that end up looking ... nice. But that is ultimately also rather hollow. Let's get away from the visuals for a bit and let me ask you: What is Jaws about? Either in your interpretation or in what you assume Spielberg intended - usually people's goto answer is that it's in some way about the relationship between man and nature (a bit Moby-Dickish maybe). As deep or shallow that may be - do the pretty visuals in any way serve such themes? Or any themes, really? Or are they mainly serving an audience reaction (suspense, shock, horror)?
I'd argue it's the latter. And that means that rather than visual storytelling, you get an entertainment product. And that's what renders Spielberg's direction inferior to most of those discussed in here.

Provoking a specific audience reaction requires no genius. It's literally how these techniques are taught and generally talked about. Because they work extremely consistently in that regard.
Meanwhile, using cinematography to support your narrative and meta-narrative structure is way too dependent on a multitude of factors to have any textbook approach and actually requires a good amount of genuine creativity.
