There's no way the XI Alliance content will not have a Divine Might equivalent encounter, right? A fight that'll at least justify the alliance having 3 tanks. It was an 18vs7 fight in XI (5 mobs, two of which can summon pets), so 24vs8 (ditch the pets, add in Aura/Viera/Rothgar reps) should be fine for some casual chaos. Obviously it won't be hard because they've yet to ever commit to difficult alliance content, other than the oddity that was DRS, before that got nerfed into the ground a content update later.

The devs should just accept this and design it for the players who would be interested. Players who can't/won't do savage aren't showing any interest in criterion, but many hardcore raiders reacted positively to the content, only wishing for better rewards. I don't see what's wrong with releasing the upgrade materials 2 months later with criterion. Until then your BiS will just be a full savage set and if they increase the amount of coffers in savage to make up for the lost twines/shines the rate you gear up at should be unchanged. 2 months is enough to clear a savage tier and if someone takes longer than that then they just have more things to do. The idea is for players that need BiS for ultimate raids to be able to gear up before it's released. And someone who can't clear a savage tier in 2 months probably isn't going to attempt an ultimate the patch its released.

Timegating to an extent is good for an MMO and making players do content they might not want to do is also good. It will lead to them actually giving criterion a chance as content before writing it off for not having any rewards.
