Chip damage should do like 0.1% damage to your health and 0.5% during heat. It should be small enough so that you aren't actively punished for blocking but when you're 10 seconds from time out you realise you opponent has a slight health lead and you need to do something

After T4 failed Harada quit voluntarily Tekken project out of shame, Namco had to beg him to come back and try again with T5. Clearly his failure must have caused him a lot of emotional turmoil. Anyway, I like to imagine that Murray and Harada are so silent because they're collectively having a mental breakdown over this patch. I can just imagine Namco executives pulling them into a meeting and screaming at them for hours about how they not only wasted, but actively sabotaged the franchise after 9 long months of hard work.
