The real issue with XII is this weird animation lag that doesn't factor into the action speed. So if your character's using a weapon with a slow animation, they're just stuck there for a sec unable to act even if their ATB bar is full. You can kinda fix it by setting the ATB speed to the slowest setting, which gives them more time to finish their animation.

There was clearly a planned DLC for either Vincent or Cid, and the reason they didn't tell us they're not doing one until 8 months after Rebirth's flop was because not releasing the DLC was a pivot. Instead of releasing the planned Vincent or Cid DLC, they instead chose to roll it forward into Part 3 so that they could concentrate on that rather than try to work on pushing out a DLC for a game no one bought while also trying to finish Part 3.
