I assume that May being more developed is due to Brendan having been formulated first ("Basic settings are the same as the male protagonist"), so they thought up some mannerisms for if she is the rival. My crackpot theory is that the rival was originally a traditional rival since at this point, Wally was supposed to end up as a gym leader. But at some point, they decided to have a double battle-oriented gym. Tate and Liza were created to fill that niche, replaced Wally as the Mossdeep gym leader(s) and Wally's story arc shifted to more of a secondary rival.

To be fair, that Southern Kalos had/has a map. Good for Pokemon world mappers like me. From what I can tell, we lost out on...- a portside town based on Marseille with a water route to Corsica (or maybe even Monaco!)- a big city based on Montpellier- a southwestern town (basis: Toulouse) that was surrounded by natural areas for wild Pokemon (and maybe even Andorra given one area)So now I have all the more reason to plot Paldea next to Kalos. If there's a Cacturne in the next Detective Pikachu movie somehow, it might look somewhat similar to the beta art.
