This version actually drops ammo depending on what you have, so while very difficult on hard mode, you can beat it this way. Was never able to do it on the HD version.

In the original NTSC-U release they just roll from a ratio based on your inventory's total ammo value, and the drop rate on magnum ammo and grenades was much higher.
