Its so crazy that actual magic is a known phenomena in marvel/dc but no ordinary citizens decide to just become wizards. Like I get people's potential to use it varies but it from what we've seen anyone who dedicates themselves can do it, like it should be a course in colleges. Batman should learn magic, Spider-man should learn magic, pretty much everybody should but there are like 10 magic users in the whole world at a time.
Because as people said learning magic is both hard and dangerous. Unless you are an omni genius that can learn anything in a few months like Dr. Strange by willing to make any kind of dirty demonic deal for power like the Hood, or be lucky enough to be born with an edge in it like Zatanna or Billy Batson then it's not gonna come easy unless you just happen to have the knack for it like Constantine. The average dumb schmuck civilian is not gonna have the mental fortitude and discipline to be a wizard any more than they would a disciplined martial artist.

Looking back, the entire decision to undo Oracle still blows me away. DC editorial ignored what the writers were saying they wanted, incinerated decades of goodwill and character development (not to mention the "diversity" PR that came from having a major character in a wheelchair) all to have Barbara back as Batgirl... which, it turned out, was simply not a recipe for a long-term successful book. Seriously, turning Barbara back into Batgirl had to be the worst trade-off since the Red Sox sent Babe Ruth to New York for a measly hundred thou.
