He likely sat on that throne and made some decisions with little context or care before ultimately shirking that duty too. I think his real love was always creating things, since he seems to be behind quite a few of the buildings in Hell. My guess was he made a lot of things for Sinners too back in the day but they ruined it all so he stopped and got pissy.People want him to act like a king eventually but I wouldn't be surprised if his endgame was stepping down and rediscovering his happiness through building up Hell's infrastructure and other creation.
