Ashley should have been a troublemaker. At least for a while. Have her cause a couple of small problems, get warnings, ignore them, and cause some kind of major disaster. She can become worried about the ethics of transformation after that but there should have been a whole arc before she got to that point, she shouldn't have STARTED there. It doesn't make sense for her to already be at this point other than the fact that DAN is already at this point and he can't allow any of his pets to be against his own morality.

Maybe she messed with their mind, maybe she used a form of magic that doesn't let itself end until some condition is met but she badly worded the condition, maybe someone got made magically pregnant or something and that locks the transformation. Ideally it would have to be someone we already know, some member of the tertiary cast thats already been introduced and isn't important enough to be a main cast member but IS important enough to serve as a prop in Ashley learning about using magic responsibly, and re-introducing that magic has stakes and consequences.
