If he did the same thing on a not-broken install this would have never happened. It was not smart in the first place to try and install Steam like he did but with a non-broken package it would install normally and then possibly not work correctly. It might need dependencies it doesn't list, or you might need to configure something else manually before it works, or certain features won't work in the program.
