Memory usage is quite hard to measure. Your OS will cache as much as it can to RAM for performance reasons.
Many applications allocate much more memory than they need but don't actually use it, web browsers do this a lot.
When the OS determines that it's low on memory, it starts squeezing caches and may inform applications that memory needs to be reclaimed (browsers will suspend background tabs at this point), and start swapping to disk.
At this point there are more programs, all running perfectly fine despite those initial readings showing that there was no available memory.

I don't need "power" I just need something with the bandwidth for 4:4:4 24-bit (8bpc) RGB 120Hz 3840x2160 to a single output.
Old GTX 970 can do 4K, and render games at 4K, but it can't send 3840x2160 to a display due to HDMI 2.0 port limit. I need the opposite. Bandwidth but don't care for power.
This isn't for gaming just desktop use with a small HTPC for living room. 4K is for obvious 4K content, 120Hz is for judder free playback of media without relying on variable refresh rate fuckery.

What do I need to spend?
Do any modern CPUs come with iGPUs capable of this?
