I've only seen one place that tries to do data recovery, but all the others recommend you trash/replace an old drive or reinstall windows without attempting to copy important files for the owner. I always make a backup of a drive before I change anything. If you've got kids who don't really know how to use a computer yet I always recommend setting up a VM for them so they don't ruin the actual computer or delete important files.
