As a rule of thumb, install OpenBSD. If it doesn't meet your expectations, consider NetBSD or FreeBSD; the former is a last resort, depending on your laptop's architecture. The latter no longer supports i686.
I run Free on my laptop for ZFS. Battery life is better on Open. Both are easier to use than Net.

I updooted my system from LTSB to LTSC 2021, and it says Enterprise LTSC. So it's the non-IoT version.
Is there a difference between this version and IoT in practice?

Simplest and best way to switch to IoT LTSC is to use MAS to activate your install with HWID

I could stay on 10 LTSC for a while longer.
Before anything else I can't imagine having to use Windows without 7 taskbar tweaker, the default is just too annoying and the program doesn't work with the new taskbar in 11.

You can get 8th gen intel thinkpads for like 110-160 dollars. Look for t490 id say as its cheaper than t480(which was last model with external battery and no soldered ram, the newer ones have only 1 ram slot upgradable). If you want a better CPU then get t14 gen 1 AMD. 8gb ram will be enough for linux, id recc Linux Mint but its your choice.
