Why isn't there a unixlike environment that uses lisp as a shell scripting environment? I guess Guix is kinda like that I suppose but it'd be really cool if it was like Emacs and every tool is a lisp program you can look at, is there any system like that?

That feature was added to address problems with older tiling window managers, where application popups would sometimes take a large portion of the screen.My problem with tiling is that you have to limit your windows to fit your screen all at once same with emacs frames. I guess "scrolling" window managers fixed that with one infinite workspace but I really don't have an issue with windows overlapping.
