Think of Russia like a rabid dog or a crack head. They aren't an existential threat, but they could do alot of damage and hurt people, especially if you aren't equipped to deal with them. Likewise with Russia, they could still fire missiles into populated areas and kill alot of people in the Baltics before they are defeated. With NATO appearing unreliable (regardless of how reliable it actually is), Putin might just take the bet that he could grab a decent chunk of the Baltics, being much smaller than Ukraine, before NATO could respond. Another plate deal. Hudsongunner is selling sets of Point Blank IC34s for $165 a set. 10x12 multi curve, Level III and IV rated, 6.125lb a plate. These are pre-0101.06 and are light on drop protection, and thinner as a result, and are also ICW IIIA so you need good IIIA soft armor behind them. You should meet or exceed the soft armor listed on the back label.

There can be any number of reasons for it. The website could be lying\mistaken, but that's hard to believe given that it's Techincom's official civ storefront. They could have changed the backer to PE in the latest series for cost\access\tech reasons.
Or you could be confusing Granits with SShTF plates (picrel), which are visually almost identical - same double-curve shape, very similar rubber coating (SShTF is smooth matte, Granits are more "truck bed liner" wrinkled). Granits are more "swimmer cut" shaped while SShTF are closer to SAPI shape, but you have to have them side by side to distinguish. SShTF plates are always aramid backed because the factory itself primarily makes technical textiles, incl. its own aramid. Techincom is a large combine dealing in all matter of body armor and nylon gear.
Whatever the case may be, I don't have one to cut open and check right now, so we're going to have to resort to secondary sources. Let me look for some test vids.

As I've said, chonky plates for chonky boys. I doubt they exist in any serious quantity, though. Br6 is such an "out there" target for body armor, both due to technical limitations and tactical necessity. I think the extra special guys would probably prefer something on the level of Br5+ Granits, but lighter and\or more multi-hit. Beslan is still fresh on some of their minds, and in there, almost every assaulter took multiple hits while escorting the hostages out, some were wounded up to a dozen times.

Direct Action gear is solid and advanced enough to inspire multiple copycats, so that's a good sign. Tasmanian Tiger is always a solid choice, a FSB dude I know swears by it. IDK about Savotta, finns seem to know their wargear well, but I haven't seen any serious endorsements so far (not that I was looking too hard), maybe due to their smaller scale. Also, does Savotta even sell their PCs to anyone except Finn army?

On a completely unrelated note, please try and avoid getting drafted into a land war in Northern Eurasia, this didn't end well for anyone in the last ~500 years.

Hollow point design was garbage, which essentially biased handgun effectiveness towards high mass bullets.
When hollow point design improved, 9mm was the major beneficiary because designers could tailor bullets to have good weight retention, 12-16 inches of penetration in gel, barrier blind capabilities, etc. What did .40 and .45 get? Good weight retention, 12-16 inches of penetration in gel, barrier blind capabilities, etc. So larger calibers are designed to the same standard as 9mm, but the added inertia and muzzle energy allows the designers to enhance bullet expansion. Since they get no benefit in penetrating more, they trade it for final bullet frontal area.
It's up to you if you want to get that added wound volume at the cost of higher recoil. It's just that statistically you'll shoot better with a 9mm and an instance of a gunshot's effect on target being decided by handgun caliber choice is almost null.
And when we get to matters of budgeting 9mm is cheaper for agencies to purchase.

Random unprompted rant: Despite the persistent perception that all German tanks were over engineered and overpriced, Panzer IVs were on average slightly cheaper than average Shermans and T-34s.

But yeah, while they were better in a few aspects, they were a lot more difficult to maintain Shermans, but still FAR more reliable than T-34s which (like Panthers) were trash in practical reality despite looking impressive on the spec sheets. The whole "over engineered and overpriced" is absolutely true if you compare tanks in completely different classes, apples and oranges, etc.
Tigers-1 cost 4 or 5 times as much as regular medium tanks, and Tiger-2s were twice the price of Tiger-1s.
