because it's the the closest analog that everyone in the army should be able to make a comparison too. M67s also produce pressure as a side effect of their explosion but their primary purpose is obviously fragmentation. The M111 is basically the opposite of that, any frag is something generated by the sudden difference in positive pressure causing loose material to fly. Different horses for different courses as they say.

I think the amount of pressure change is also enough to knock out or cause someone to black out if employed as intended and at greater ranges enough to cause someone to be nauseous. It's probably a bit more barrier blind in that regard than frag is in a room with "stuff" or makeshift cover.

Are all very easy. The trick is balancing mass vs. velocity. Very fast without enough mass won't work, unless it's a railgun or something stupid. Lost of mass without enough speed won't work either, unless it's a shot from a howitzer. For all of the real world shit between those extremes, balance is important.

The timing, IMO, doesn't add up for agencies dumping them recently. This was half a decade ago and the NIJ failures were extremely publicized. I think PDs would replace them immediately, given the NIJ letters, and we know Botach has at least one of the recalled 4600s. To this day you can't even bring up Hesco without having to address their past four FIT failures, a record. When Hesco recalled the plates, they offered upgrades. 3610s were bumped to 3810s, for example. Who would refuse that deal? IIRC 4400 guys got 4401s or 4400MCs, 4600s got 4601s and 3410s got 3411s. Additionally, it's an insurance requirement for a lot of outfits to have presently certified armor, so there would be an additional incentive to boogie on replacing plates.
Not to drag Hesco through the mud. Their current lineup is rock solid with the exception of the 4800. It's too light on drop protection, but most IVs in that weight class have that same problem. It was originally meant for a go-fast FBI req and was originally black-side, so that's IMO excusable. 4403 is the best budget IV unless you want to gamble on Gilliam or policesurp Protech 2230s. 4601 is a solid generalist. Hesco's SRTs are best in the biz. 3811 is the lightest white-side III+ / RF2.
