If the United Kingdom had to send only one team, they would have 1/4* of a world cup.

That's not how it works. First of all, two teams would have to qualify for the world cup, and the number of places is limited. Both (weaker) teams would need to be better than the last qualified team. So in some cases when Brazil was struggling (like in this year) only one weaker team or no teams at all would qualify. End effect would be a weaker result in the final tournament, so let's say up to -2 world cups (no, I'm not going to check the actual results to see if this is feasible).

If a team was strong enough to beat an unified Brazil, it would be strong enough to beat a weaker Brazilian team. But in some cases you would get an advantage by having two teams, so let's say up to +2 world cups. In the end there could be a small change in the number of world cups, but not +4 (crunch the numbers if you want, I'm not doing this).

For example, the DDR (no, not the game, look it up) only qualified once for the world cup.

It can get bigger in some countries like the US, but expecting it to reach China level everywhere is unrealistic. At the end of the day, it still is a rather silly game that will never be more than a niche sport. It does not have the glamour of tennis or golf, and it cannot build the financial momentum to compete with them anytime soon. Players in the leagues of China and Germany are usually professionals already, and top tier players from any country usually make a good living, although they are not stacking cash like footballers
