Fantasy enemies that are really strong are also really tough as well, like dragons, giants, orcs, trolls, vampires, werewolves, etc. Separating Strength from Constitution pretty much just exists as a way to make playing a martial character more difficult, since it means if they want to be strong AND tough they need twice as much ability score luck or investment, while spellcasters are fine having the strength of a commoner but the constitution of a hydra.
