That costs massive money, but they made it back (initially, before they fucked up the 2e release schedule) with a broad margin because the economics of publishing were like that in those days. The money they pay artists for some digital sloppa nowadays isn't even close, I'd be surprised if it were even within two orders of magnitude for each individual piece.
