The dungeons part itself could be done using just about any system, though OSR games would be ironically a bad fit because they have far too much in the way of random and unfair deaths. Baroque is not an easy game, and you're expected (and even required) to die a fair amount of times even just to progress the story, but you can reach a point where you will never unintentionally die unless all the worst luck hits you simultaneously, and it's actually important to reach that level of skill in order to avoid accidentally losing some item that you've been babying for several dozen dungeon cycles or some key item needed to progress the story. A more skill-based rather than luck-based system would probably be best.

The dungeon exploration is really not all that unique, and what makes Baroque special is the larger mechanics and structure. Ultimately, Baroque ends up being several different experiences for different people, so replicating it comes down to what kind of Baroque you're hoping to emulate.

At the most basic level, it's a few nasty dungeons cycles with some incomprehensible story floating above it. Not really that hard to emulate, and it's definitely a matter of style over substance.
At the next level, with players who really get into it, you'd have players who reached one of the more accessible endings. A DM would really have to plan and prepare some esoteric nonsense for the players to slowly unravel, with various moon logic puzzles on how to get further and further into the dungeon.
And, beyond that, you start diving into various guides and FAQs and discover that there are still unexplained mysteries, with inconsistencies between ports of the game (there's been 10 versions, thanks to different systems/publishers/regions/languages, resulting in people getting as far as to believe they have 99% of the mysteries solved only for another version to introduce a dozen new ones). No one should play a TTRPG like that.

I've found from the grapevine that Jes Goodwin is soon to retire from Games Workshop

He really is the king. His concept sketches and absolutely timeless work on mk7 Space Marines and the Eldar particularly are worthy of the highest praise.

His influence will be sorely missed, though with how miniatures are often 3+ years in the pipeline before being seen on shelves, his legacy will continue.

Basically Space Marines are bywords in older lore for despising diversity, and being incredibly fussy about their ethnographic spread in chapter.

Space Wolves (those in the pic), recruit exclusively from an Ice World that's turbo-norway, where peak aspirants are genetically filtered out, then given extensive physiological alterations over puberty to make them resemble picrel in all aspects of physical apperance.
They also, specifically, have a dedicated organ to alter their skin darkness depending on local radiation levels.
We know it can, and does, downregulate melanin expression as well as upregulate it because the Raven Guard's melanochrome exclusively downregulates, and the Salamanders' exclusively upregulates, giving them both pigment disorders.

Unless the Space Wolf has been operating plasma cannons for hours without a helmet, or has a SERIOUS malfunction in his armour leaking radiation everywhere, he should not be dark skinned.

If and when you have to start over from scratch how and where (online) would you start I'll look for groups and games?

Pick a game/system. Most games have a "Starter Set" that comes with the base rules, usually a module or scenario to play through, dice and pregenernated characters. You could make your own if you wanted. Get some friends tell them we are playing the scenario/module. Then run it. Usually you being the person interested you should be the one to buy and read the starter set and GM/DM the scenario. Once done if people want to keep play go buy other campaigns/scenarios/modules (a campaign is just a really long scenario/module that takes many sessions to complete) maybe pick up the "Core" rule ok for whatever system you are playing.

We're going to have to come up with a phrase for the new era of Warhammer 40,000 ushered in by the Amazon TV show, DoW 4 and Total War 40k, and increased market value of Games Workshop.

nu40k isn't going to cover it. nu40k is already bad enough for many of us from headier days like 1st through 4th edition. You are going to see horrific debasements to the thing you know and love that you will still see with your eyes closed. yes in the sense that there was little structural development to speak of. the actual game design didn't occur until 2024ish.
