Start by answering the question of why are the things the way they are?
Doesn't have to be a common goal of some sort.

I.e. in case of Planescape's Sigil, it's because Sigil is the multiversal hub.
People sometimes just drop in there through a random portal.
Once you figure out the "why", think about the "how", as in how are they living together.
Like, whether or not fire elementals have their own, fireproof, "elemental" district.

Without going into details, a nondescript tavern for the travelers on a budget should work.
Fair grounds, markets and neighboring areas - anywhere that sees a lot of traffic, both locals and outsiders.
People from all over can share news and information, and alcohol often helps break the ice.
Tea and coffee houses, opium or hashish dens, look for places people can go to relax and have a quiet conversation in private.

Yes? Many important traits are genetic but most societies historically did not practice eugenics. Natural selection sufficed.

Eugenics has really only ever been practiced to (unsuccessfully attempt to) remove discontinuous negative traits from the gene pool, whether it was Spartans leaving out disabled babies or the Nazis killing all the schizophrenics. Positive selection for discontinuous traits was never practiced, because humans do not like being forced to not ever have children because only the special people with the magic genes get to have children, and that kind of eugenics would do that to the majority of the population.

(To be clear, the magic users will be more sexually successful unless it has huge disadvantages elsewhere, for the same reason rich people are more sexually successful; eugenics refers to the specific practice of bringing intentionality into it.)

Look into deep gnomes or svirfneblin or whatever they're called in your setting/ruleset. They're already a thing.

However, you can always just have a character be evil and not a separate race.

My Pathfinder guy is a gnome that wants to be a magical overlord, and I use Veigar (pic related) as a portrait/inspiration. He's Lawful Evil. Cartoonish, yes, but fun.

So I tend to run high-powered games with lots of homebrew and shenanigans going on in PF1e/D&D3.5e/d20 systems/etc. and I've used plenty of optional rulesets and such and tend to allow copious (some would even say insane) amounts of 3pp and alt content as long as I have a chance to review it first and it seems like it'd fit. Among other things I have used the Mythic rules for some of my games and overall I do find some of the content rather overboard even for my games. I have also granted players customized extras (that occasionally scale) before, once I called them "atavisms".

I am trying to design an "add-on" system that's a bit more regular for my games instead of the random campaign specific stuff I've done for people. I'm just not entirely sure what to call this though and I was hoping you lot might have some interesting suggestions (barring making up my own word ofc).

Thus far some name ideas include

I was also inspired by Souls to add a "Gift" system, as I think it could add a lot with roleplaying. The term for them is still somewhat TBD, but right now I'm calling them Keepsakes, which happens to be the what the same Gift system is called in Elden Ring. I'm using them as more of an optional roleplaying method at the end of character creation. They do have some passive and active effects, but they're minimal to keep them (mostly) roleplaying devices. Players can write a short blurb about how they how and why they have their chosen Keepsake; useful for potential future situations, especially since some Keepsakes are associated with different races, cultures, nations, etc.

Essentially they're there for sentimental and roleplaying reasons, with minor effects in gameplay.

Not really, I think they just take more ammo from vehicles n stuff. At the start of the great crusade emps didn't even want human forces outside of the old 100 regiments so it would be silly to put serfs in the harm's way. Serfs don't do a lot of stuff in 30k in the first place because I think most maintenance is done by marines anyways. There are a lot of scenes in the first 2 BL slop books which have Loken just fixing up his armour and weapons while waiting his next deployment. Serfs are just there to help marines do things only humans can do.

tassets are a way of providing heavier armour without sacrificing the ability to move your legs; they've been on every new (Indomitus) Terminator since at least Assault on Black Reach in 2008 and are a visual shorthand for "heavy armour" so their absence from the relatively simple Betrayal At Calth Cataphractii sculpts is something of a mystery (particularly as the Cata Praetor in that box has them, as do most FW resin Cata)

technically all Cata have tassets because the leg armour, like Mk III, is composed of banded hoops with heavy frontal plates stuck on; the difference here (and with the 2016 resin Praetor and various others over the years) is that the tassets are free at the lower end (not tucked behind the poleyn/greave)

interestingly Tartaros also have the fixed-position tassets protecting their outer thighs - but made of thinner plates because Tartaros is more advanced

Not undead, but still immortal, so the basic premise is the same. Arknights tackled this with the sui siblings. Each of them got fascinated by a facet of human culture, and decided to commit to it. From engineering, to the pursuit of art, to cooking, agriculture, commerce, you name it. The point is, you can have them obsess over something for all eternity (like liches usually do with magical knowledge), or chase the trends of mortal society to try and keep in touch with their former selves, or just the world in general.

I play kill team with custom terrain setups all the time. Assuming that by "1st edition" you mean either KT18 or KT21, the game is still played on the same size of board.
It's also just the most recent teams being 5 model squads, I imagine a result of the design team finally feeling brave enough to open that option up for new teams and being able to unleash all the options that they've had in store. There are still teams with up to 14 models and 10-ish models is very common.
