There's a decent chance your local players will be helpful and welcoming. You might lose against them, for sure, but that doesn't mean those games will be painful.
As long as your opponent isn't a bellend and both teams are reasonably enough balanced that both sides can at least try to do things, losing is just as much fun as winning.

They'll probably still be good yes, but they made some good changes to the abilities they have that could really hardcounter some teams. They'll still be up for another round of nerfs eventually but now they should just be overtuned rather than oppressive. Same with canoptek, which has been broken good for even longer.
It'd be great to get slightly more frequent balance changes currently, but I do agree with the more incremental changes instead of risking overnerfing. Considering how proportional the nerfs and buffs given to teams are with their place on the balance scale, I'd hardly say they've "lost the plot" on it.

Setting Sans Numeral is the only family of systems that I run these days.

According to him a lot of writers within the Warhammer universe genuinely think AoS is bad. The general feeling is that GW higher-ups have no clue how to properly utilize the franchise and most important they dont respect it hence the constant retcons

I also asked him about the return of Warhammer Fantasy. He said it’s a step in the right direction but many fans are still angry and the damage that was done cant really be undone at this point as many moved on to other games/settings out of gw

Everyone forgot about sages.
Finding and hiring sages short term until you get one worth employing long term and dealing with the upfront cost of setting that up so you can ask specific or exact questions is not cheap.
Not an uncommon thing to forget because I suspect most gameplay involves the DM being a lot more generous with information than the AD&D dmg would outline, but if you're concerned about what to do with all that coin, nerds are expensive, picky and might not even be the right kind of nerd. A devious DM could even have sages of less than Good alignment lie about their areas of expertise in an attempt to gain funding and grants.

fwiw there could be a lot of interesting gameplay from a very successful thief who was trying to keep it simple. If they're just amassing wealth it has to be stored somewhere so putting money into protecting it has costs like building a vault, what to do with the people who built it so they don't reveal the secrets, upkeep and building new traps and devious methods to keep out the other thieves who have caught wind of your treasures (who may very well have better support and organization given you have decided to let them do the paperwork and organized crime side) etc.etc.etc.
If you're dead set on not caring about that sort of game there have been various attempts at

sort of picaresque but I suspect it closes off more than it opens up after everyone hears

I've been ramming my head against the wall for days now, so I figured I would ask here.

I want to run a game in the general style of X Statix, e.g. mostly fighting normal humans with guns, sometimes fighting a weaker super villain, death is a very real threat, powers are usually fairly weak being closer in nature to MHA than Marvel. But I can't really find anything that fits the bill without requiring my players to obtain a doctorate for the character creator, or without immediately trying to make them Superman-esque demigods.

I'm unwilling to do Masks (I love PbtA but this ain't it), because it can't do any of the things I want to do, so please refrain from suggesting that. Right now I'm looking at Savage Worlds Super as the closest to what I am looking for, but does anyone here have a better suggestion? Bonus points if its actually supported by Roll20. Bonus bonus points if you think a group of mouth breathing 5e players could pick it up without too much trouble.
