Yes, EX4 Chaosgallant triggers at EoT regardless of whether or not an appropriate target is on your on board it just won't be able to do anything if a target isn't there.

Anything that is not part of a trigger event/condition is only relevant on effect activation. Just like Megidramon's effect, ChaosGallantmon's effect is pending once you hit "End of Turn", then when you chose to activate it, you have to decide either perform the "By" action or not (assuming you are able - if you can not do it in full, the effect will resolve without being activated). As long as you can do it at that point, you can activate the effect.

Not what you meant, but technically no. Megidramon's [When Digivolving] and any other effects triggered by that digivolution have to resolve first, but then afterwards you can chose to activate ChaosGallantmon's effect next (assuming the card is still in the trash of course). There are effects officially called "immediate-type effects" (aka "interruptive" effects), which is why I bring it up.

Do you prefer a ton of detail fleshing out an adventure module, or do you prefer only the most note worthy and explicit features required to run the adventure? there's two competing schools of thought on how one creates more work for the DM than the other. However they might be overlooking the effort that goes into summing and paraphrasing down a lot of fluff into actionable material to execute at the table, and how flexible the canvas is to do whatever it is you wish with the more straightforward template.

You have lots of games that just come out and then the creator moves on, noone plays those games. This is completely nonviable for so many reasons. It takes time and mental effort to learn how to play a game, and about three times that amount of both to learn how to GM it. Unless you're pirating everything you play or are exclusively playing obscure free RPGs like Risus, almost every system you can play costs money, as well. Only the kind of autist who actually cares about this hobby to spend time on a board like this are actually going to be doing things like consistently seeking out different RPGs, buying them, learning them and then trying to find people willing to play them, and all of that is much harder than convincing people to go play a new video game or something with a lot less mental effort involved instead. Playing a campaign is often the only way to get people to stay invested in an RPG in the first place without immediately dipping out, because playing a campaign maximizes the amount of time spent actually playing as opposed to all the other bullshit that learning to play an RPG entails.

The biggest company tumors in the community actively want brand loyalty. They want players who pay a steep buy-in price and then feel obligated to stick with the game for as long as possible. Because the actual meta players who cared about the long term health of the game made up only a small fraction of the community and Bushi recognized that early on. Most people who enjoyed the game were casual players who didn’t want to use brainpower to play card games and just wanted to play with shiny cardboard while LARPing the anime. These were also the kinds of players who were more likely to build and collect multiple decks/clans, rather than focus on competitive play. As a result, the game leaned toward simplicity and a heavy reliance on luck, which was further reinforced by the introduction of the Overtrigger even though many players hated it. This approach also explains decisions like best of 1 tournaments with no prizing and the lack of a playtest team, which led to some really shitty and unbalanced metas. It was also part of why the game went through two poorly received reboots. That formula worked for a while, but once more popular IP card games like One Piece and Digimon entered the TCG scene, many of those casual players moved on to other games. In that sense, the game’s earlier success wasn’t necessarily built on a strong competitive foundation, which raises the argument that it may not have truly deserved a place among the top 5 TCGs and today, it’s sitting outside the top 10, where it arguably belongs.
