They don't actually care about the Star Trek audience, nor do they see any benefit to making a proper Star Trek show because they don't believe it has the reach beyond the core Star Trek audience. They think the core audience will watch anything with Star Trek attached so they are trying to make the IP and scripts they are squatting on more valuable by smashing them together.
For example, it's very obvious that Picard/Discovery start off as a Mass Effect treatment but they were unable to get the licensing so they reworked it into Trek, this is why so many story beats, aliens, designs etc from Mass Effect get reworked into Picard S1 and Discovery S1/2.
The big mistake here is that TNG, DS9, Voyager had HUGE audiences, 20 million people per episode, While Enterprise was a quarter of that it was still bigger than BSG and most streaming shows of today. For example Pluribus is estimated around 2.7 million viewers and it's apple TV's most watched slow.
Actual Star Trek was way more popular than most Streaming shows, only shit like Game of Thrones and Stranger Things beats it out.
