Skynet's use of time travel technology causes other time travelers to respond at a moment when they possess a time machine. That's the decision which triggers Connor's existence and the whole storyline. Recall that Terminator parts being used to create Skynet is not part of the first film, and by the second film it's established that major aspects of judgment day can be modified, like when it happens.
