Because it was one of the last of its kind. They physically took real sailing ships of the time period, real costumes and real props of the time period, and went directly to the area where the story took place. There were CGI elements sure, but there was a realness and grounded enough reality to balance out the fantastical elements of the story. It was right at the cusp before CGI took over everything and it came out right at the end of that era of film making. Then you have the cast; Orlando was snagged at the alst minute before he really blew up, Keira was the hottest number they could get with the best face and the accent, and Johnny was still in everyone's good and great graces. You couple that with classically trained actors and heavyweights like Rush and Nighy and the premise is to be as big and bombastic as you possibly can because opportunities to be in films like this are now pretty much nonexistent any more. The writing was sumptuous as well to go with the gorgeous cast; the story of a boy and a girl both being swept up in this whirlwind adventure far off the edges of the map and their comfort zones while she is caught in a love triangle between three dashing and handsome men that she gets to choose from. The heartthrob Bloom, the roguish fox needing to be tamed Depp or the dashing and established Norrington. Its every girls fantasy while every boy can get behind all the male leads. You couple the realness of the setting with the romantic elements of the pirate age like buried treasure, skeletons, monkey and parrot sidekicks, pirate ships, maps, naval combat, and the jolly roger with rum everywhere, and there was just no way it wasn't going to be a juggernaut.
