If audiences knew the show wasn't going to be renewed for a second season, viewership plummeted. At some point, some pencil pusher decided to split the first "test" season into two, that are each about 8-10 episodes long. By ordering "two" seasons of a show, it's a way to fake out audiences into thinking that either the producers are confident enough in the show to renew it, or that the ratings were good enough to order a second one. This usually can keep viewship up for a 3rd or 4th season of middling-bad quality nowadays, and they usually don't cancel it earlier unless viewship is in the absolute gutter, or someone working on it has a controversy levied against them, because at that point it's more worth it to ride it out until the end. They might even crap out a shorter 5th season to meet contractual deadlines.
