A competent Sonic game has a lot of setpieces, one-off locations and everchanging stuff, Persona games largely have a bunch of repeatable locations interwoven with a mix of light novel sections that mostly depend on animations, writing and voice acting, and dungeon sections that only REALLY cared about setpieces in Persona 5 and otherwise are just procedural generated spaces interlinking tilesets together. I'd argue that it's mostly Atlus juggling a bunch of different franchises simultaneously, and they only have four teams for all that shit. Full production of Persona 5 apparently had like 70 folks, and Atlus as a whole has like.. maybe 300 people?Folks bill Persona as a AAA franchise, but really, they're only artistically a step above the average anime game, and otherwise aren't what I'd really consider AAA. They're not easy to make, but they're not exactly breaking bank and fucking about here. It would be on Atlus management that Persona games take forever.
