There's no problem in having broken builds in a game if they're hard to find, rare, take some thinking, locked behind hard sidequests, etc. But in E33 you have to carefully try to avoid accidentally breaking it. Even then they had to add a self imposed damage cap and enemy health modifiers for act 3 because to this day most people I see talking about the final boss haven't seen his attacks.
