It gave you 130 health points so you could counter stopping power, made non stopping power players with bad aim mad at you, counter the quick scope one shot bug, fall from higher and survive, better chances to survive explosive damage. Stopping power was just making your gun kill in one less bullet at any range and gave snipers the ability to one shot in the stomach of non jugg players. Double tab was only OK on a M16 since it was already strong with almost no recoil so your hitscan shots were about 30% faster.
