All the relevant content for 1 and 2 is included there.Definitely concur that High Elves are a good first race, and also a race that is fine without the DLC(though missing out on Sisters of Avelorn is a bit rough). Cathay likewise is very fun even without the DLC. The same cannot be said for all factions, like Skaven are scarcely worth trying without at least the Ikit Claw DLC. But HElves are a good start to see if you like the game at least.
