The user doesn't even know they can donate. They may not even know who KDE is. That notification displayed once a year allows them to inform their users politely and remind them that there is no big corporation behind KDE. It's all built by volunteers.
The simple act of informing people will spur more donations to help improve the project. Nothing is ever free of cost. KDE has infrastructure to fund, etc.

I would wager most people don't donate to XFCE because they don't know about the project. They'll throw money Linux Mints way, etc, though because they highlight donations but not to XFCE. There's nothing wrong with educating your users. If they donate then great but if not it's no big deal.

Unironically this. FreeBSD and openbsd for that matter just werk in a way that Linux fundamentally does not. On the BSDs there is generally only one or maybe two solutions to a given problem, and that solution is most likely going to be clean, straightforward, and sensical.
