R8 the poorfag build I have in mind:

>500W PSU
>RX 480 8GB
>16 GB RAM that comes with the Optiplex
The CPU in the Optiplex is an i5-3570, but it looks like I can swap it out with a Xeon E3-1280 v2 I have on hand; the sockets are the same, I think.

The only concerns I have are whether the GPU will fit, both in the case (not considering removing the drive bracket), and on account of the motherboard's layout (the RAM slots end up making contact with the GPU backplate in some builds I've seen).

I should mention that I've already got the PSU and GPU (I'm the retard from one of the previous threads who didn't bother checking if the GPU would fit my mb).

I'm interested in that particular model of Optiplex for its Libreboot compatibility.

Although the Xeon is (presumably) compatible with the Optiplex mb, I don't know if the CPU fan it comes with will accommodate it, since in the PC I've got it in at the moment, it's got a heatsink and fan directing air towards it with a plastic cover. There might be issues with overheating.

The latter are less likely to care about things like human rights laws, or laws in general. So I trust the former more. I guess for me it's a lesser-of-two-evils question. But yes, excessive data collection by companies or any government is something you should watch out for, no matter which country it is.

Graphene OS is one of the best when it comes to security on the mobile front, but the one thing that keeps fucking with my head is the simple fact that YOU CAN NOT EDIT NOR REMOVE THE GOOGLE LOGO ON FUCKING BOOT....no one has made any comments to confirm if there is a backdoor either on the chip-level... I believe that's actually written to it's firmware.. like, at the BIOS level for equivial PC architecture... I could be wrong...

I recall many moons ago, a couple of generation into the i3/5/7 line, there was big marketing song and dance with a partnership with RealVNC.
Thow RealVNC on Core0 and then you can dial into it remotely, outside the OS. Demo vid had realVNC muppet restting a PC 'remotely' and he was in the BIOS *before* the physical screen had displayed the BIOS. This is also when they started packaging in 3G onchip, which suspiciously I've never encountered anyone getting the number, or even the IMEI, to.

Very interestingly, information on the onchip 3g, and even the onchipVNC has become thin on the ground... just vanished...

If I had that phone I would probably try a custom ROM like Lineage, because Lineage gets security updates I believe, whereas the stock ROM on a Pixel 3 is no longer getting security updates apparently. Or if you want to be more secure you could just get a phone that is still getting security updates from its manufacturer. Samsung are quite good - I think they provide 6 years of security updates for cheaper smartphones, and 7 years for flagships. Some phone makers only offer 2 or 3 years of security updates.

I want my phone to last for many years before I buy an upgrade, and even if i buy an upgrade, I'd like this one to be usable as a back-up phone. LXQt is good, I use it. It's lightweight and it's got some good features. One feature I like is a taskbar widget which displays the output of a shell command, every few seconds. So it's easy to show pretty much an info you like in the taskbar. I don't think LXDE can do that. Also I'm not sure how much LXDE is still developed.
