Because there isn't much to learn. The rules of logic are ridiculously simple. The problem is their application. It requires understanding, requires the idea of causality. As long as "AI" doesn't already have this faculty that every life form has, even the most primitive at least rudimentary as perception, it can't apply these abstract rules (can't project them, can't imagine them) on anything new you feed it.
