That's a pretty neat idea. I understand why trackers often impose strict requirements for joining, but those same requirements might also end up driving away potentially good users and future contributors. Something like this would be a great way to invite those willing to join but not to grind trackers they don't care about, in turn ensure the people joining trackers actually use them instead of just ranking up to enter somewhere else.
