Correct, I would assume most DMs wouldn't stop a person from hiding in combat or in a situation where they can move cautiously, as many Rogues and Goblins do that in and out of combat. I also would assume most DMs use the highest passive perceptions as the DC you'd have to beat to not be found instantly by said target(s).
A DM could also simply start using See Invisibility, True Sight, or Blindsight. Those automatically counter hiding in the new rules. So even low Passive Perception creatures just notice the PC who rolled a 40 on Stealth and is Invisible but not to them!

Beyond their absurd power level and immortality, I think the concept of Solar Super Ghosts herding the Abyssals takes a lot of way from the Exalt. I also don't like them being responsible for the Contagion

Rebellions in 40k usually happen on a single world, or within a very limited region, and are often isolated before they can spread.

In Star Wars, the rebels are far weaker than the Empire, but because hyperdrives are easy to obtain and relatively safe, they can carry out guerrilla tactics. By contrast, the Imperium in 40k doesn’t have a rebel problem as severe as the Galactic Empire did, because warp travel is terrible and can't really do it without a Navigator

so if the Imperium ever figures out a truly safe form of faster-than-light travel, it would face horrific rebel problems all across the galaxy.

That's not it at all. It's that they are working with tech from 20,000 years ahead of our future, but with our level of understanding about tech. If you asked someone to explain why a computer worked, or give them all the parts to make one, they couldn't do it. Now imagine what the tech of the far far future will look like. Early 40k describes tech being crystalline just to hammer home what level of advanced sophistication it has (they ditched that because it looks dumb). The AdMech need their prayers not because they worship nuts and bolts, it's how they've kept the memory of how basic shit operates alive for millennia.

There's the old West End Games D6 system. WEG is loved by many here, but I've seen anons say they find it a bit clunky by modern standards. I don't see it, but I will say it's very number crunchy. A classic, but not everyone likes dice pools.

There's the Star Wars D20 system published by Wizards. The Saga Edition is the latest edition from 2007. Would be fairly familiar to people used to D&D's third edition.

Then there's Fantasy Flight Game's systems, Edge of the Empire, Age of Rebellion and Force and Destiny. They're very cross-compatible so they're often lumped together as just FFG's Star Wars. In contrast to WEG's crunchiness, FFG is a bit light and fluffy. I personally enjoyed this, but I do recommend having plenty of house rules. For example, it's designed to be entirely theater of the mind and its weapons have range bands (e.g., Engaged, Short, Medium, Long, etc.) that are meant to be abstract. My group crunched those down to feet (Engaged-30 feet was Short, 30-60 feet was Medium, etc.) so we could use minis during combat. I find it a good way to keep track of where everything is.
And I like to turn players loose on a map and say "go, explore."
It does have a gazillion extra books, and most are out of print. The links in the OP should still have PDFs of them all.

Still need to decide what they’d point to and think “that’s a goblin”, or “that’s a Kobold”, and I especially need to figure out what species they’d think were gnomes.

Through with some time, I’m suspecting that if they think Trandoshans are Dragonborn, then they probably think Wookies are bugbears.

I always thought that system was really simple - at least the 1E version. It didn't even require initiative rolls or have ammo limits on weapons originally.
