I also would assume most DMs use the highest passive perceptions as the DC you'd have to beat to not be found instantly by said target(s). A DM could also simply start using See Invisibility, True Sight, or Blindsight. Those automatically counter hiding in the new rules. So even low Passive Perception creatures just notice the PC who rolled a 40 on Stealth and is Invisible but not to them!

My group crunched those down to feet (Engaged-30 feet was Short, 30-60 feet was Medium, etc.) so we could use minis during combat. I find it a good way to keep track of where everything is.And I like to turn players loose on a map and say "go, explore."It does have a gazillion extra books, and most are out of print.
