Mao is probably the most evil of the protagonists and he's still not that bad, he's just an archetypical mad scientist.
Laharl, Zed and Fuji have personality issues but are good at heart.
Valvatorez and Kiriha are not really demonic at all and are genuinely nice people.

Demons who are genuinely evil are usually reviled in the Disgaea setting rather than admired (Zenon/Void Dark) and humans are often the real villains or instigators of wide-scale threats (D1, D3, D4).

Yeah, most of the "evil" seems to be cultural rather than ontological, and generally more focused on seeming evil rather than being evil. Laharl and Mao's ideas of what constitutes evil oscillate from conquering the world to ding dong ditching and are treated more like immature brats, Valvatorez acts more like Batman in that he spends more time scaring people into becoming better people than doing anything evil, and Killia and Fuji just act like shonen protags trying to bring order against actual bloodthirsty monsters.

Hell, the first goddamn game was entirely about an angel being willing to sacrifice her life to prove to a demon he was still capable of love and goodness despite everything he's done to try to prove otherwise.

You can ask the GM to allow you to make a complementary skill check to help, plus you get natural bonuses for being bigger than the dude or something.
But no, you can't normally switch the attribute.

I think taking away the Imperial Fleet from House Peleps causes more narrative problems than it fixes. Their position in canon comes from their control of the navy. Controlling the entire navy gives them too much power, but if they only control the Water Fleet then they would be too weak.
My best justification is that the Empress knew that while she was alive she knew that she could control House Peleps by limiting their access to the imperial army or taking away the fleet if necessary. You could also say that the Empress gave House Peleps much fewer satrapies than the other houses, so they were completely dependent on the imperial fleet.

Water Fleet is currently by far the most powerful of the fleets, I'm pretty sure, and I think that controlling it would be just about right for a single House. Enough for them to be on par with the other Houses, not enough for them to overwhelm the other Houses.

Volkus map 2, sniper perched on ruin C roof, and one of his intercessor fuckers go on the tall part of ruin B as well. Couldn't really get my stalker into a position to deal with that and he had a lot of guys funneled on the C side and I guess I should have just given that side up and gone for the B ruin but double fucking shooting is still a problem. Goremongers is a pretty tough team to play, right? And their matchup against marines is pretty unfortunate too. IIRC when I did the math they needed a full blood tank to trade favourably with a melee marine, but even then the odds weren't fantastic.
That's definitely something you want to do though. If you can manage to quickly trade off one for one for the four of his guys that are on the ground, he'll be in a pretty bad position to take objectives. Easier said than done of course.

1. Why leave fantasy/sci-fi behind? Reject labels, shun Console Wars mentality, embrace "wargamer". Play what you want, when you want, how you want.
2. Fixed scenarios and 're-enactments' are more common than in F/SF gaming but nowhere near as much as certain cliches would have it. It's far more common to just have a collection of your interest, much like, well, Warhammer. I don't NEED another squad of marines, or a platoon of T34 tanks, but, well, wargaming squirrel syndrome. I know people who've built a force based around the stated Order of Battle for a particular action as their 'all comers' army, but most will just have boxes of little men they'll pull XXX-points worth out of, on game night.
That said, some consideration should be made to what you're aiming for in a particular game. The classic example for me is the Falklands War. Purely as a "2000 point game at club night", using "Codex Britain", Argentina should have been facing off against Chieftains and Tornados, rather than (comparatively) light infantry and Sea Harrier.

Stats determine your dice pool. Rank determines your success threshold. For example if your Rank value is 3, that means every die that turns up a number below or equal to 5 (rank + 2) gives you +2 successes to your result, with a roll of 1 giving you double that.
