A werewolf is a hellish beast that's some twisted fusion of man and wolf. It's a separate thing and that's why you need it's pelt. That's the hard part since werewolves turn into a man (from what I saw) when they die. You'd need to somehow skin that thing alive. I'm guessing that with the right pelt and proper ritual you could shift into other creatures, I'd need to ask my superiors to get a confirmation. Making pacts with evil spirits and other such things allow for many terrible things.
