It goes back to how Ranger struggles to carve out a niche because Fighter exists.
If Ranger is just a better Fighter with more skills/magic, then there's less reason to play a Fighter. So instead Ranger ends up getting stuck with less combat options to compensate.

EXPEDITION is a ~1880s era, Jules Verne-inspired retro-futurist, underground blood soaked adventurescape.
It is a Skirmish wargame. Two players with their own expeditions, on a hexgrid map, explore & fight each other for victory and profit.

Anyways, It is no lie to say that for most of the 100 years war outside of the very end, Enngland had a long record of stunning victories against numerically superior forces. SO That's what im referring too.

Also, broadly speaking, England has had a pretty good win ratio against france. Outside of Norman, Sun king, and Napoleon, they tended to do well. Most of 100 years war, 7 years war, End of Napoleonic. Seems pretty even 2 me. Especially given the man power disparity through much of that.

Rules light game with focus on narrative. Less rules reading more making stuff up on the moment. Game is built on the concept of playing as young heroes but you can use it for more mature settings.

The answer is relatively simple — intermediaries. Everything from gun runners to "doctors without morals".
Any capable villain usually attracts a swarm of various fixers, logistic specialists, and even street gangs.

You're thinking too reductively. Villains don't exist in a vacuum.
Rather, they find or create a niche for themselves within the criminal "ecosystem".
Like any other ecosystem, it needs someone filling every level of it to remain stable.
From street gang plankton, and all the way to the apex predators — the supervillains.

Talk about your pointy ears characters, elfish campaigns and /tg/ projects of noble spirit and fine craftsmanship.

Yes, lots of times. In fact in most of my games that's something the character tries to do because that would be in character for them. Though obviously it depends on the setting and character. L5R, ACKS, Bodil's Gap almost certainly. Shadowrun, not so much.

I once played a battlesmith artificer with a steel defender refluffed as an autistic robot girl that all the other party members first assumed he was using for sex.
They dropped the assumptions after seeing how he treated her more like a sidekick/protege/sibling. Totally platonic.
In terms of personality, my guy is basically don quixote with magitek autism. He is obsessed with everything relating to knights, chivalry, dragons, and everything magitek.
Soon enough, the party started shipping him with a sentient magitek ghost ship that finds his antics endlessly frustrating, and a dragon girl rune knight from 500 years ago who the party unfroze from cryosleep during a raid on a cultist base.

Our GM was a fun-loving guy, allowing us to make shit up, and it had consequences on his campaigns.
One such artifact was a personally-built Twin-Linked Heavy Bolter, which had Storm, and Metal Storm bolts. And we put a fat fucking Daemon in there.

The fun part was using it in zero gravity as an impromtu-jump pack. Because, you know, endless bullets? Fun times...

in a funky Only war game set in the great crusade after the the daemon inside the daemon weapon My guy pocketed escaped by possessing another player who tried looting the weaponsaid other PC died somewhat shortly after when the party got lost in a underhive
the now daemon evacuated weapon was restatted as slightly less powerful version of the blood letter sword from Black crusade but instead of getting plus 2 damage from every kill made with it in a combat it instead only got that plus 2 from killing warp entities and psykers, my character realizing the spooky voice in the sword that had fled him out of what he he believed to be cowardice vowed to put it back and since all daemons looked the same to him, it was brought out specifically against the daemonic.
and boy when the DM had a boss fight where said boss had like 50 or so furies as chaff/minions to absorb rotary gun and tankshells for said boss I knew it was time to for just a moment stop pretending to be lawbringer from for honor and start pretending to be vergil.
also gave me a strange appreciation for the fury mostly in total war
