Well, can you find an example of something you feel to be particularly out of scope beyond the most mundane facet of the Muncipal charms themselves being very large? Many of them are simple things like "heating a city" or "zapping rats with lightning", which aren't exactly something you need a Essence 5 charm as a Solar to arrange for your own city.

Also, just because something has cogs and steam doesn't make it steampunk. Steampunk is an aesthetic, same as dark academia; whereas cyberpunk or high fantasy are frameworks for storybuilding.

I'm not well versed in 40k but watching Astarte, their "gyroc" doesn't seem to take time accelerating, it's just a cool visual effect.
So I'm supportive of the idea of using a shotgun without stock loaded with HEMP and call it a bolter.
Now, looking up the internet says a standard bolter carries up to 30 rounds while the shotties only carries ~10, so I also suggest a modified Assault Cannon as a bolter.
As for skill, I'd use alternative specialties from Pyramid #3-65, that'd mean your Space Marine lugging the one handed Assault Cannon (minST 40) could hoot it with Guns (Pistol).
More accurately, you'd use the Payload technique but I'd say that's too realistic for a 40k game, Just ignore, call it the effect of the rocket propulsion if you will.

The difference is that the effects on the cards are separate activated abilities, and do not go onto the Thread (stack) at the same time of the card, like they would in MTG.

Those activated abilities cannot be added to the Thread (stack) until the placement of the card itself resolves on the Thread.

A card placed onto the Thread (Stack) is "Projected" - a card not yet resolved, it's effects cannot be added to the Thread until the card itself resolves.

Once a Projected card resolves on the Thread, it becomes Manifest, and its effects can then be added to the Thread. All effects are basically activated abilities in MTG terms.

Here is an example of a card with an effect which bypasses the:

Projected -> Manifest -> Invoke Effect

Sequence. More similar to an MTG Instant. Modeled on a YGO handtrap.

The effect is directly invoked from the card, and its first line is Banishing it from the Hand at Instant speed.

In Frenopolis, "Instant" is applied on the sentence level (not the effect level like MTG), and means the effect immediately resolves when added to the Thread.

There are a few of these hand traps, all of them very useful because they can Nullify a card while it is in the Projected state, so it lands (Manifests) on the board bricked (without any effects).

Long story short, despite this knowledge and over multiple sessions, they still decide to trust her up to and including making a deal that would allow her to take the macguffin any time she wants away from them and allowing her to pick one of them up and fly them across a chasm after they themselves destroyed a bridge.
Of course she betrayed them and dropped the person
I’m not a shitheel, so through creative use of their resources the person survived the fall and they killed her as a sort of mid boss but they literally took every single bargain she offered them because it was easier in the moment of they failed to explore other avenues

Besides the M20 and 1e Corebooks I read the first Order of Hermes book. For the most part they felt pretty forgettable, to the point where I only remember House Ex Miscellanea and House Fambleu because how their names sound stupid.

Maybe the SoE or VAs will have something more interesting but I doubt it.

Big D is just a puffed-up hunter who would have been killed alongside his whole family if he didn't have the plot on his side. Don't live there, but I've moved a bit for work so I'll just give you the criteria I've had. Find out which ones support the game(s) you play, find out when that is, show up, meet people, get a feel for the group, stop going if you don't like them or too many are unbearable. You can't tell much about the online groups for stores as some people overly try to dominate the online, but are shunned IRL. Generic catch-all boardgame nights are a toss up in my experience.
