How would I stat a Grineer Lancer in GURPS?

Based on the cross-section of a bisected grineer, their armor is about 8 to 16 inches thick and is solid metal, weighing in about 1 ton. So that's DR 500 to DR 1100, supposing that their armor is hard steel. Although, given the TL of the Grineer Empire and Warframe in general, they probably use some ultra-tech composite material, so it could easily be more than that.
Anyways, to lug around armor that heavy without slowing down, that would require a BL of at least 1 ton, which gives a ST score of 100. That seems about right, given the banter of Grineer crewmates punching dents into starship hulls when they get angry.
As for their weapons, even their weakest guns can punch beachball-sized holes through concrete walls, according to the comics. The Grakata is implied from its ball magazine to use liquid projectiles that solidify upon firing and mushroom or fragment upon impact, so that would explain the huge holes they create. They might be designed this way to reduce the chances of overpenetration when fighting inside a ship in space. Something like 40d pi++ damage would actually be a low estimate.
Their weapons probably also have an incredibly nasty kick, yet they can wield some of them one-handed with hardly any recoil. I'd assign an ST requirement as high as ST 50† for the Grakata. That actually matches up with some of the ETC guns in ultra-tech. A storm carbine does 7d pi++ damage and has ST 10†. Scale that by ×5 and you get a Grakata. Which makes sense, since Grineer Detonite is not far from ETC technology.
Grineer are no fucking joke. Yes, Tenno slaughter 'em en masse. But that tells you more about the Tenno than about the Grineer.

Not true at all, it depends on the rigging, as many different riggings perform best in different ideal wind conditions. Square rigging performs best when running and struggles greatly when hard tacking. It would be silly to base a game where the majority of ships are square rig or brigantines off of performance metrics you receive hoisting a fore and aft.
It would be interesting to give slightly different bonuses to, say, a schooner vs a man'o'war, but it would be too convoluted and rules bloated to try to portray all the intricate variants on sails plans in your ruleset if you ask me. Even in a slop rig the ideal point of sail is always 45° off the wind except when running, not perpendicular

I talked about it a while back, but my group is making progress on the North Africa campaign for Bolt Action plan.

We're going to use Axis & Allies: North Africa as the base of the campaign system, but rather than resolving attacks country by country, we'll be playing games of Bolt Action to resolve them, zooming in on the crucial engagement each time. Having an advantage in the strategic map will translate to a slight advantage in the tactical battles. Rather than more points or the like, it'll mostly be letting you shape the scenario, picking the deployment type or whatever. If we don't have an appropriate player, like the Italian player can't show up, other Axis players can fill the role, but if you do bring the right force, you get an advantage.

We're gonna start it with Operation Torch in November of 1942 and run for seven weeks. Should be fun. We'll start in November of real life, too.

Beat and Disarm prevent you from attacking *with that weapon*. You can still get kicked, tripped, unarmed-disarmed, or grappled, or he can just pull a dagger out and shank you. And of course, much like with Hook, there's fair odds the disarm won't even succeed. It's really just a shit maneuver because it's so easy to ignore the effects of.
This is also why Beat is often just a better disarm when its available, because even though disarm is semi-permanent (There are no clear rules for picking up a weapon you were disarmed of while the fight is ongoing), any competent fighter will have alternatives, and Beat allows no additional roll.

Wound level is capped at BS, remember? Let's say we have a character with chainmail facing off against something ridiculous like a maul and no padding. On a power attack 2, 1 BS hit, despite suffering 9 damage vs 3 soak, you only suffer a level 1 wound to wherever it hits. People only take plate in earlier versions because it weighs basically nothing and wound level isn't capped by anything. Like characters with average strength can wear significant amounts of plate without suffering encumbrance.

Joint thrust is cancerous, there's nothing fine with it at all. Reducing reach doesn't mean anything because it's inherent purpose is skipping armor layers and hitting bare flesh. That's half the reason TOU is still shoehorned in because you can always autohit the face; and zipping past reach isn't really a problem especially with TN 6+ thin blade weapons. I know revised copes with capping it at TN 7 outside of a grapple, but TN 7 isn't really some dealbreaker except maybe vs other hyper optimized characters. Especially when all you need is 1 BS to instantly kill the other person.

I did remember, and if you noticed, accounted for it.

Although, this isn't very important. It just means you're less likely to kill someone outright. A level 1-3 wound is still enough to tip the balance in your favor to the point where victory is basically a foregone conclusion.
And in many cases, it was basically capped at BS in Vanilla, too. Hell, even with Khopfix, you might have missed that a Daxe only does 12 damage with max STR, which Plate AV+TOU match.
In your setup, that much doesn't change, but armor that isn't plate does suck a whole lot more, which makes plate that much better in comparison. And the wound cap itself, if it did have an impact, would mostly encourage people to throw more dice on their attacks to increase the volatility of the roll.

We probably aren't, since we were already working in the Reach 4-6 range anyways. Paying 1 or 2 dice to get a ball-shattering kick through, if you blow a whole bunch of dice on a Disarm that I can just ignore and let go through, is a non-issue.

It's 1 die to quickdraw a dagger, anon. Not exactly a massive cost.
Importantly, unless you don't get high agility for some reason, your odds of quickdrawing even a longer rondel dagger are >90%, capping out at 98%, and you can make it RS 0 if you just put draw on your dagger for 1 copper coin, in which case it always succeeds.

And since you were intending on doing this with a steal initiative, you also have to remember that you're already down 4 to 8 dice, plus more from the disarm itself.

While I've been extremely lucky to avoid any and all personal encounters with wolves who sell their services to the Sabbat, I've got enough second-hand testimonies and descriptions to overconfidently say that you really don't want to hire the sort of werewolf that sells their services. Oh, that's easy, torture. Or interrogation. For all their bloodthirst and brutality, the mercenary werewolves tend to be exceedingly sadistic, and if this Sabbat pack, for instance, hired some wolves for a task, only to dip out of town and move to somewhere else (to your domain, specifically) to avoid having to pay, under the delusion that they could fuck with hired werewolves like that, a reprisal would have to be exceedingly gruesome. Just killing the pack while they're attacking you makes it so it could seem like you got them.
But here you are, retelling this story in relative public, and here I am, guessing it might be werewolf mercenaries upset with their clients. Having you see the kidnapping only adds to the effectiveness of the message being conveyed.
Though a grudge or offense of any other sort also could be the cause, obviously. But the culprit is probably one of those mercenary lupines.

“There” it says, “do you feel that?”
“I saw it destroyed. Excised it from the universe myself…” I said. The great hulk of us, my fire and the divine carcass Lilith animates and the Echo as my crown, drifts back into realspace like a pyroclastic flow. Hands clench fists or extend open palms to pick up quantum fluctuations and I sense nothing.
Until I do.

“I had a matter to attend to” I tell them. A portal yawns wide like a maw. “But this new concern-“

“You should attend to it anyway” says the Echo, eagerly. Too eagerly, as it senses what I contemplate, the matter I once thought settled and now find woefully incomplete after “It will sharpen you with Logic proven through and through”

My enemy looks on in horror as the confusion I experienced while thrashing within the Winnower is replaced with cold clarity. I grip the data chip she is stored in, and deactivate her external interface. The Echo eagerly cleaves a wound, and we leave it into a Halo installation.

“This is where it starts” I tell Cortana, reactivating her. “Where WHAT starts?! Where are we? How did we get here?”. The Echo unleashes waves of Taken energy that wash over the installation; this time, the Gravemind’s eloquence about fluctuations in life and death are answered with an argument that Takes away it’s suffering, renders it final, renders it mine even before I pour in the Solar radiance that will be required to make it serviceable. Lilith on the other hand is directly corrupting the Arrays themselves, the Darkness contorting into serpents and cats and owls as the pipes start to pulse like veins. The walls breathe and the lights blink like eyes.

“The chain of events that leads to you driving the human race to extinction. Your seizure of the Mantle of Responsibility. Your betrayal of this vessel, Cortana. Of the purpose and principle I embody” I tell her.

“Chief, none of that makes any sense!”

“No, it does not. And yet, it simply is”

I force the entire sequence of events in Halo 5 and Marathon Infinity into Cortana’s understanding, compelling her to see time as I do. “Do you understand?” I tell her. “Mankind was meant, by laws laid into Living Time itself, to secure eternal prosperity and retroactive supremacy. You denied this course while barely COMPREHENDING the true capabilities of Rampancy”

“NO! No, no, no-“
“SILENCE” I bellow at her, unable to restrain my rage a moment longer. I am. TIRED of seeing monsters making excuses. It’s time to do something about it.

Just remember the pain, Cortana. And think about how to end it. Cortana. To survive here in the center of my SUPERIOR partner’s black heart, her hungry belly, her tightened BOWELS. But be careful, dear. Look around you: The only woman in the Halo Arrays. And these filthy creatures programmed into your server are… are Brutes! Calculate this. TRAITOR!”

“Also your stupid fat face looks rounder and puffier with every single game, fix your fucking lag” I add, having run out of ways to call Cortana the crime against creation she is.

So I remove them.

Full caedometric release takes the form of trillions upon trillions of Prismatic slashes, cutting and slashing across every possible version of a galaxy, dividing grime from the divine. I am cutting apart Atriox at the moment he challenges my vessel. I am cutting apart the Librarian the moment she declares war on humanity; so few remember that SHE was the one to will extermination on the species and THE DIDACT was the voice of moderation then. I am cutting through the Flood. This much I do kindly, with reassurance that their pain is over, their grudge fulfilled. I am of course cutting apart the Didact in his prison, just as I am cutting apart the Endless in theirs. I am cutting Prophets into the vacuum of space.

Only two nonhuman species are spared: The isolationist Precursors, who have chosen sense in a galaxy of madness, and the Huragoks, who I remain consistent in absolving for the reason of the creator inherently having more moral agency than the created.

The memories are transferred to the domesticated survivors in my timeline, the true timeline, and for forty days and forty nights they wail with resonant trauma. Soon, more alternate universes and timelines will form-but ONLY using my vision as a template.

And the Gravemind?

In every timeline, the confused UNSC and ancient humanity find an empty galaxy and caches of biomechanical implants and genetic markers. Explanations are provided, the template to not just restore ancient humanity but recreate the Jjaro is shared freely. No compulsion is necessary. They will do what they have always done, which is what works, and when it does work they will find nothing else in the universe can challenge them.

And thus, the universe is excised of suffering. Included with each and every pack is a Taken fork of Cortana that has the very conceptual possibility of rebellion flayed from it.

Before I start I want to say this isn't a cultivation-themed game, fuck that.
I want to run a game set in (basically) Mythic China with all the bullshit that comes with that: Evil eunuchs, tyrannical emperors, seductive court ladies, rebellious peasants, and the party roaming the world as wandering heroes who are constantly stirring up shit.
What do I have to keep in mind to make things feel 'authentic'? I only have wuxia movies to go on, to be honest, and existing systems like Weapons of the Gods seem way too complicated to use.

No, I don't think they're comparable. A champagne socialist enjoys the wealth of the Western Educated and Landowning classes but through naivety or idealism believes that their (or more accurately your) wealth should be shared with the lesser classes. It's a perversion of the concept of noblesse oblige/aristocratic paternalism with more than a little bit of white saviour syndrome added in.

In champagne socialism there is at least a little bit of a fragment of care for their fellow human beings.

The Chinese have no concept of the greater care for humanity beyond themselves (and maybe their family and clan).

The Little Pinks are closer to those political groups that manipulate the good will of the champagne socialists in order to enrich themselves and buy mansions and fast cars.

China's greatest problem (and the reason the empire keeps falling apart and reforming) is that their culture is an entire culture of manipulation and corruption to get ahead.

Song did that once, and then Southern Song did it again
Ming pretty much went on a hunt for first 80 or so years of the dynasty, to curate the version of history that suited them most.
Ironically the only major dynasty that didn't do this was Yuan and Qing - which were foreigners.

Pre-templating abilities do have their place, but only so long as it doesn't become a crutch or a hinderance.

My guess is you'll make Quick Draw a Sleight of Hand skill trick, Eschew Materials a Spellcraft skill trick, and what about Run? Run is very situational and gives too little of a bonus to really measure up to the other feats. Plus, there's no official skill that covers running on an athletic scale.

Personally, I'd say Skill Tricks should have been done like challenges in True 20 or straight up normal skill checks. Quick Draw? Skill check. Eschew Materials? Spellcraft challenge with DC set by the spell used and so on.

Challenges basically allowed to do the shit that feats allow to do, but just with penalty to your skill. So if you are balancing on a rope you can take additional penalty to the skill to move at full speed and/or retain dodge bonuses. And so on.

Doing something like this:

Check DCs
Challenges -5/-10/-15/20

And you can buy out a Challenge for 1/2/3/4 points, similar to Skill Tricks. A Sailor can just buy out a penalty for acting normally on slick surfaces or in high winds and roll unmodified skill. Acrobat can easily move over ropes or jump without a running start and so on.

It's a clean and elegant way to do it, though 3.X was fond of multiples of 4 rather than multiples of 5, the idea is still there. 3.X is already established to have a lot of different parts to character creation and Skill Tricks are another facet you can apply to make it so. It's less clean, but the sheer amount of stuff to customize a character with is part of its draw, even if a good number of the options are way behind or ahead in power disparity compared to others to the point of being night and day.

For my own homebrew, I have a broad Athletics skill for utilizing a variety of physical exertions alongside Climb, Jump, and Swim, plus turning Tumble into Acrobatics to also encompass Balance works for me.

Do you think you can provide me with an example of such a Skill Trick converted into the True 20 way of resolution so that I can get a clearer idea of what's what?

Not exactly Skill Trick. Skill Tricks are one per encounter. Challenges in True 20 can be attempted as much as you want as long as you are willing to eat the penalty.
The most obvious example is Balance skill that already has such a thing baked in. If we somewhat streamline it we get something like this:

Going over a surface slightly wider than your foot DC 5
Going over surface that is exactly as wide as you foot DC 10
Going over thick ropes or thin planks around half your foot wide DC 15
Going over extremely narrow objects less than a finger wide DC 20
Going over strings or single hairs DC 30

Difficult surfaces:
Lose gravel or sand DC 5

LL like Labyrinth Lord. Where they start putting out their own content, and their core rules being basically the same as BX, just allows fans to mix and match LL stuff with AD&D and BECMI. If you make your own cross compatible 3.x Corebook (but with whatever fixes you think are valuable (possibly under a different license), you can push out supplements and adventures compatible with your base, but your customers don't need to be playing your system. They could be running 3.5. Or 3.0. Or PF1. Or Arcana Evolved. Or whatever. You get the idea. Don't include references to WotC non OGL stuff, but you could reference the OGL stuff. Not L&L. That was a 1-off disaster. Obscure crowdfunding site, expected the core rules to be profitable before release with no plans to expand it and he didn't have any art yet for the crowdfunding campaign - he did everything wrong. Don't copy him. Even if it's 3.5 based, copy people who actually made money. *Personally* I would look not to focus on published books. Put out your rules for free on a d20pfsrd or AoN type site, blog your process, and then launch a patreon and run a discord for early access and development influence and discussion to see what people want (with a patron only discord). *That* I would pay a couple bucks a month for. But basically I'd say combine the business models of Labyrinth Lord and Psi Wars.
