Most Chapters don't rule directly the world they have control over, they intentionally stay as distant as possible to not influence the local cultures with their presence.
Apart from that, they don't really need diplomacy since they are venerated as demigods by basically all human cultures within the Imperium. It would be more of a matter of the astartes adapting to the local cultures so they don't spook them too much and avoid needless violence, but Astartes are also supposed to be extremely intelligent so it would be easy for them to pick up the most important cultural cues quickly

Depends on the chapter but generally space marines know enough to interact with imperial governors and sidestep their political games. Some are eloquent and well schooled in retoric while others like Grimaldus are just about holding it together and not spilling their transhuman spaghetti.

They are probably not formally taught it like they are war, but politicking, and thus diplomacy, occurs within the chapter and without. Probably Captains and beyond will have to start learning whose toes they can step on and who they can't within the larger Imperium. Despite thoughts to the contrary, chapters do not have unlimited power. They rely on interconnected logistics chains, arouse inquisitorial ire, and squabble over ancient oaths; sometimes these diplomatic disputes boil over—see Badab.

What are your preferred skill systems, or lack thereof, especially for modern settings?

I'm working on a couple homebrews and reskins and I find every skill list I come up with to be unsatisfactory in one way or another. Overlap, some skills too niche, some too broad, deciding on what is a skill vs what isn't.

For that reason I think I'd prefer "skill" equivalents to be based on backgrounds and professions, but the lack of skills can feel weird sometimes in modern settings.

That being said, I like the way Scales does it, which is to have both a profession AND a hobby. This way you can easily make your hacker either stereotypical or not. Plus, it's expected that your hobby shouldn't be something too useful, so you don't need to sacrifice some precious skill points that could be put in shooting, to put them in cooking.
On top of that, they actually have a list of professions, listing three concrete stuff each professions is going to be skilled at, which at least mitigates the superspy background exploit.
The absolute best solution, IMHO, is to have a list of skills which are directly informed by the gameplay (for example: only have "research" as a skill research is something that happens regularly in actual play. If it's an investigation-heavy game, for ex), even if you just keep it at the back of your mind, as a guideline for what each broad background/archetype can and cannot do. And leave a little space for players to spice up their characters with skills/traits which only have a very low chance of coming up in play, which they can be free to invent potentially: ethnicity, hobby...

As if they couldn't just, for instance, play a normal person of a different sex who is comfortable and happy with their body and identity in the first place. They want to play a character where the entire point is to be disruptive and dramatic. Write the adventure around the villain's plan. He should have all the pieces almost lined up, with a back up plan in the event of a setback. This way the villain can fail forward, still moving on with his plan, just in a reduced or more arduous capacity. Stealing some mcguffin or killing an important npc will still feel like a win to the party, just not a victory. This also leaves room for the party to fail forward. The party might not have stopped the current phase, and the end might be harder, but they can still stop the next step with what was learned.

Great minds think alike. Poul Anderson, Andre Norton, and Robert A. Heinlein are my favorite scifi authors.
My scifi setting is based on Dune (more Dune: Chapterhouse actually) and Destination Void by Herbert, Citizen of the Galaxy by Heinlein, and Zero Stone and Sargasso of Space by Norton. I don't have a setting alien enemy as such but rather four other aliens that humans just don't really know how to communicate with very well. Threats are usually other factions of humans and a rogue AI that humans can't get out of their networks.

Kingdom Death is a tabletop minature brand stared by Adam Poots and operated by himself and his Team that later spun off into a miniature based bored game funded by two very successful Kickstarter campaigns.

▶What is Kingdom Death: Monster?
Monster is a Nightmare Horror cooperative boss battler/miniature hobby game for 1-4 players about hope in a strange world of bizarre monstrosities and perpetually darkness. Players take on the role of survivors that band together to form a settlement, fighting monsters, crafting weapons and gear, and developing their civilization to ensure survival from generation to generation.

The Game is broken up into 3 phases:
1. During your Hunt Phase your band of survivors traverse the world of KD in pursuit of their quarry.

3. After the battle, your survivors wander home with loot in hand to begin the Settlement Phase. Arm yourself by developing new weapons and bizarre structures to prepare for next year's hunt.

It gives you the option to start over or to hunt another monster without recovering. You could just go hunt a level 1 white lion if you didn't want to restart. And restarting isn't a loss either, because you get to keep all your gear and your 4 hunting survivors, so you're starting from year 1 with a huge advantage.
